asked the Minister of Transport and Civil Aviation if he has reached a decision on the order for the regulation of traffic in the centre of Newbury following the inquiry which was held as long ago as 8th October last.

Mr. Molson

Yes, Sir; the councils concerned have been informed, and I am also writing to my hon. Friend.

Mr. Hurd

Will my hon. Friend say whether a delay of seven months in settling this quite small matter was due to a recognition in his Department that the only real solution to congestion in Newbury is to have the completion of the by-pass which has long been projected?

Mr. Molson

The delay has been due to the fact that it is an extremely complicated case which had to be very very carefully considered.
