§ 27. Mr. T. Reidasked the Secretary of State for Foreign Affairs what action he proposes to take in the United Nations organisation owing to the recent action of the Government of India in proclaiming that the constitution of the Indian Union henceforth applies to the State of Jammu and Kashmir, although the Government of India had previously promised the United Nations Organisation that the people of Kashmir would be allowed to settle their future by an impartially conducted plebiscite.
§ Mr. Dodds-ParkerIt is not proposed to take any action. The understanding of Her Majesty's Government is that both parties are committed to settling the future of Kashmir by means of a free and impartial plebiscite, and the Prime Minister of India has recently reaffirmed that India would not go back on pledges made to the United Nations. In any case, Her Majesty's Government would not wish to initiate any action in the Security Council which might prejudice the outcome of the direct exchanges between the two Prime Ministers.

§ Mr. Dodds-ParkerIt is the policy of Her Majesty's Government that agreement should be reached by direct contact between the two Prime Ministers.
