31. Mr. George Craddock

asked the Secretary of State for Foreign Affairs if he will include in his consideration for a revision of the United Nations organisation Charter proposals to strengthen its development in a world federation open to all nations, with defined and limited powers adequate to preserve peace and prevent aggression through the enactment, interpretation and enforcement of world law.

Mr. Dodds-Parker

Her Majesty's Government certainly favour steps which would strengthen the United Nations, but with international relations as they are it is not practical politics to consider revising the Charter in order to make the United Nations into a world federation.

Mr. Craddock

Does not the hon. Gentleman agree that, while it may be necessary to have local and Parliamentary government to regulate the behaviour of people in States, it is equally necessary to have international law to regulate the behaviour of nation-States towards one another? Surely this is something which the Government ought to support?

Mr. Dodds-Parker

Certainly the Government support the maintenance of international law, but that is a different question from the one on the Order Paper.

Will the hon. Gentleman say that in principle the Government desire to strengthen the United Nations in upholding international law?

Mr. Dodds-Parker

Most certainly, yes.
