Is he aware that it is really disturbing that a Minister should administer his Department in such appalling ignorance of what is happening about his Department and that otherwise I should not have asked this Question this week? Does the hon. Gentleman realise what a considerable loss the storage of sugar alone is causing to the taxpayer?
