asked the Secretary of State for Scotland if he will publish the report by Sir John Handford regarding planning permission for an oil depot at Stannergate, Dundee; and when he expects to announce his decision concerning this report.

Mr. J. Stuart

No Sir. It would be contrary to established practice to publish reports of this kind. I hope to announce my decision on the planning appeal very shortly.

Mr. Thomson

Is the Minister aware that this matter was the subject of an inquiry that is of the very greatest importance to Dundee, and that it affects the future of the shipbuilding industry and also the fire safety of many of my constituents? Would the Minister not agree that in these circumstances the people have a right to know the factors that will lead to the final decision at which he will arrive?

Mr. Stuart

I agree with the hon. Gentleman as to the importance of the matter. Indeed, it is so important that it affects a number of other Departments. Fire risks, and so on, are involved, but I will give an answer very soon.
