37. Mr. Hector Hughes

asked the Secretary of State for the Colonies if he will issue a White Paper indicating the Government's plans for the future constitutional development of the Gold Coast.

Mr. Lyttelton

No, Sir. I have nothing to add to the statement made on 28th April by my right hon. Friend the Minister of State.

Mr. Hughes

Does not the right hon. Gentleman agree that such a plan should be stated well in advance in order to enable the Colony to make its own plans and to maintain consistency in constitutional policy?

Mr. Lyttelton

The hon. and learned Gentleman is being a little impatient. It was only on 28th April that a very full statement was made about the constitutional advances for the Gold Coast which were at that time described as the last before responsible self-government.
