19. Mr. Blenkinsop

asked the Minister of Health if he is aware of the need for increased capital expenditure on hospital buildings if proper services are to be maintained; and what additional sum he proposes to allocate for this purpose in the coming year.

Mr. Iain Macleod

I am aware of this need, but I do not expect to be able to increase the allocation of £10 million that has already been made for hospital capital expenditure in 1955–56.

Mr. Blenkinsop

Is the Minister aware that that is a very disappointing answer in view of the fact that, taking into account the change in the value of money, we have not allocations of the value of those made three years ago for capital purposes? Is he aware that every year the need becomes greater? Will he not take his courage into both hands and press the Chancellor of the Exchequer more vigorously than he has yet done?

Mr. Macleod

There has never yet been a Minister at the head of a spending Department who has not wanted more money, and I can assure the hon. Gentleman that I am no exception.

Is it not the case that capable Ministers and loyal hospital boards cannot do the job unless they get more help from the Treasury, and will not the right hon. Gentleman plead for an expanded health programme as the Government are engaging upon an enlarged educational programme?

I am in discussion on these matters with the Chancellor of the Exchequer, who knows the need in this field.
