Resolved, That, for the purposes of any Act of the present Session to make local authorities responsible for the time being for securing that adequate slaughterhouse facilities are available locally; to explain and amend the law with respect to the provision by local authorities of public slaughterhouses, the making of charges in respect of such slaughterhouses and the grant and renewal of licences under section fifty-seven of the Food and Drugs Act, 1938; to make further provision with respect to the regulation and restriction of private slaughterhouses and the payment of compensation where a licence or registration in respect of such a slaughterhouse is refused or ceases to be in force; and for purposes connected with the matters aforesaid, it is expedient to authorise the payment out of moneys provided by Parliament of—

  1. (a) any sums required by the Minister of Food or the Secretary of State for making grants to local authorities of amounts not exceeding one-half of any sums payable by them by way of compensation where—
    1. (i) a slaughterhouse licence ceases to have effect in consequence of a resolution under section sixty-one of the said Act of 1938 passed by a local authority in England or Wales, or an application to such a local authority for the grant or renewal of a slaughterhouse licence has been refused, or
    2. (ii) (in Scotland) the registration of a slaughterhouse has been cancelled or refused;
  2. (b) any increase in the sums payable out of moneys so provided under Part I of the Local Government Act, 1948, or the Local Government (Financial Provisions) (Scotland) Act, 1954, being an increase attributable to the provisions of the said Act of the present Session.—[Major Lloyd George.]
