asked the Prime Minister whether he has asked the Governments of the United States of America and Canada for their consent to the publication of the agreement on atomic power which came into effect in January. 1948.

No, Sir. I would refer my hon. Friend to the reply which I gave on 14th April to a supplementary question. I then informed the House that Her Majesty's Government were prepared to seek permission from the Governments concerned to publish the 1948 Agreement, provided that the party opposite so desired

Has my right hon. Friend—through the usual channels—asked the party opposite whether they so desire the publication of this Agreement?

I think my answer covers the whole position.

Can my right hon. Friend say whether the assertion made in the book, "The Vandenberg Papers," that a condition of this country receiving Marshall Aid in 1948 was a surrender of that veto, was true or not?

I have not noticed any reference to that book in the Questions on the Paper.

Would the right hon. Gentleman say what justification there can be, having regard to developments since then and the state of affairs now, in 1954, for withholding from the people of this country full knowledge of anything which was said or done in their name by anyone about these matters?
