§ 39. Mr. Rankinasked the Secretary of State for the Colonies whether he will ask the Government of Hong Kong to call for an inquiry on the election of members to the Legislative Council based 1139 on a franchise limited to citizens who can prove that they were born in the Colony of Hong Kong.
