asked the Chancellor of the Exchequer whether he will set up a Departmental Committee, or move for a Select Committee of the House, to investigate what groups of citizens, such as the disabled, unemployed, or sick, might be allowed to receive their post-war credits ahead of the legal time.

I regret I cannot accept this suggestion.

Is the Minister aware that the Treasury can solve the most intricate problems when it is a question of collecting money, but always finds technical difficulties when it is a question of paying money out? Will he not let the House help him solve the problem of paying post-war credits back to those who need them?

While not dissenting from the compliment implied in the first part of that supplementary, I must point out that this is not a new problem. It has been considered sympathetically by a number of Governments over a number of years, and they have all come to the conclusion that this is not the right criterion.
