22. Mr. Grimond

asked the Secretary of State for Scotland how many of the piers listed as essential in the White Paper on Highland Development remain to be built; and when it is expected that the programme will be completed.

Mr. J. Stuart

The list referred to contained proposals for 11 new works. Of these, two have been completed; one is in progress; grants have been offered or work approved in principle for five; two are under consideration; and no proposals have been received from the local authority concerned in respect of the one remaining. I cannot say when all these works will be completed, but all possible speed will be made.

Mr. Grimond

Can the Secretary of State do anything further to speed up the procedure? Does he not agree that there is a very long time between the start of the initial procedure and the time that the work can begin?
