§ Miss Hornsby-SmithI understand that the facilities under the National Health Service in this urban district are provided by two doctors in partnership. Both live at, and practise from, the same address in Neyland.
§ Mr. DonnellyIs it not a fact that a Dr. Lawlor has been refused permission to open a surgery in Neyland? How many patients has he registered under the National Health Service and what proportion are in the urban district of Neyland?
§ Miss Hornsby-SmithWithout notice, I cannot give the hon. Member the exact figures of patients, but he has exchanged correspondence with me and he knows 2236 that Dr. Lawlor was given authority to open an authorised surgery in Milford Haven and emphatically refused permission for one in Neyland. The matter went to the Medical Services Committee and the doctor appealed. The appeal came to my right hon. Friend. In all fairness, whatever may be the situation reached by Dr. Lawlor by going against the conditions of his contract, the fact still remains that he has not been given permission to practise as a surgeon in that area and my right hon. Friend upholds the Committee's findings.
§ Mr. DonnellyIs the hon. Lady suggesting that Dr. Lawlor has broken the terms of his contract?
§ Miss Hornsby-SmithDr. Lawlor was specifically authorised to have a surgery in Milford Haven and he was put on the Executive Council's list for Pembrokeshire on condition that he did not provide a surgery in Neyland.
