§ Mr. HayWill my right hon. Friend bear in mind that this scheme has had a long history of delay owing to the nature of the soil? Will he do his best to expedite it and bring it a little further forward?
§ Mr. MacmillanI have looked at the matter very carefully. It is a very large scheme and is to be undertaken in three separate stages. I am looking at the preparatory work and the labour and materials available. I think it would be wise to make a start in the autumn of this year.
