§ Mr. NugentI beg to move, in page 13, line 37, to leave out subsection (7), and to insert:
(7) The power to make, vary or revoke a scheme under this section shall be exerciseable by statutory instrument.(8) No statutory instrument making, varying or revoking a scheme under this section shall be made unless a draft thereof has been laid before Parliament and has been approved by resolution of each House of Parliament.This Amendment gives effect to my right hon. Friend's undertaking to substitute the Affirmative Resolution procedure.
