asked the Secretary of State for the Home Department how many cyclists have been prosecuted in the last 12 months for using cycles without efficient brakes.

I understand that the use of a pedal cycle without efficient brakes is not of itself an offence.

Mr. McAdden

Does my right hon. and learned Friend not think that it is a rather ridiculous position that a person should be able to use a cycle without any brakes without committing any offence, and will he consult with the Minister of Transport to see whether he should not issue regulations in the interests of road safety to see that cyclists are compelled to have brakes on their cycles as well as a bell?
