I beg to move, in page 21, line 37, to leave out "at his option," and insert "if he so desires."

This is a drafting Amendment. I understand that there was some discussion about this during the Committee stage, and this Amendment is calculated to give wide pleasure.

I do not wish to delay the House, but it would have been interesting if the right hon. Gentleman could have explained to us, simply and briefly, what is the difference between "at his option" and "if he so desires." We have not had an explanation. I do not know whether it would be a long one, or whether the right hon. Gentleman could give it to us.
