I beg to move, in page 14, line 43, after "Minister," to insert: or, in relation to Scotland, by the Secretary of State. This Amendment is little more than a drafting Amendment to rectify an omission and to give the Secretary of State the power to approve schemes in the same way as the Minister can in England and Wales.
