18. Mr. Gower

asked the President of the Board of Trade what steps he will take to assist the development of trade traffic through the South Wales ports.

Mr. Mackeson

It is the policy of Her Majesty's Government to promote the expansion of our external trade. I could not, however, take steps to direct trade to particular ports.

Mr. Gower

Does not the Minister agree that these ports—particularly Cardiff, Newport, Swansea and Barry— were vital assets in time of war? Does he appreciate that their very existence is threatened by the conditions prevailing since the war, particularly the decline in coal exports? Will he therefore use every possible means to persuade trade and industry to use these ports, especially as they have enjoyed excellent labour relations during recent years?

Mr. Mackeson

My right hon. and learned Friend the Minister for Welsh Affairs made an announcement about West South Wales recently. The trouble is caused by the French balance of payments difficulties. The French Government hope to be able to get their imports of coal from this country back to the normal level before long.
