§ Mr. RussellWhy have not all the education authorities concerned done so? Does my right hon. Friend not think that it is highly discriminatory against independent schools that they are not being treated on exactly the same basis as those of the local authorities?
§ Miss HorsbrughThe matter is essentially one for decision by the individual authorities concerned. I must leave it entirely to them, but I certainly agree with my hon. Friend that a child attending school does not cease to be called a schoolchild because his parents are paying for his education.
