asked the Secretary of State for the Colonies whether he will send instructions to the Governor of Kenya indicating to him the scale on which he should prepare plans for the economic advancement of the African people and the extent to which he can expect financial support for such plans from United Kingdom sources.

Mr. Lyttelton

I would refer the hon. Member to the answer which I gave him and others on the 25th February. I am not in a position to make any further statement at present.

May I take it from that answer that the right hon. Gentleman is taking no responsibility for initiating action to improve conditions in Kenya or even to indicate the scale on which plans should be prepared?

Mr. Lyttelton

I do not admit the implication of that question. If and when applications for further finance are required, we will consider them sympathetically.
