asked the Secretary of State for Foreign Affairs what official representations have been made to Her Majesty's Government in the United Kingdom by the Government of Turkey with regard to the Montreux Convention of 1936.

Does that mean that no communication has been received from the Government of Turkey following its receipt of a Note from the Government of Russia suggesting, among other things, a discussion on the future of the Montreux Convention? Would it be the view of Her Majesty's Government that there should be no amendment of the Convention without the agreement of all the signatories to it?

I absolutely agree with what the right hon. and learned Gentleman has said. There can be no question of a revision of this instrument without the approval of the other signatories.
