Mr. Ian Winterbottomasked the Secretary of State for the Colonies whether the Government of the Federation of Malaya has yet determined the composition and terms of reference of the proposed committee on elections to the Federal Legislative Council; and whether he will give an assurance that the committee will have the advice of persons experienced in the conduct of democratic elections.
§ Mr. LytteltonThe composition and terms of reference of this committee have not yet been finally settled. The committee is to be as representative as possible of all substantial interests in Malaya, and I have no doubt that it will seek any expert advice for which it finds need.
§ Mr. WinterbottomCan the right hon. Gentleman tell the House whether the views of those who organise elections in, 1895 for instance, the Gold Coast, where there is a large illiterate population, will be consulted?
§ Mr. LytteltonI find it difficult to give any pledge on that matter before the committee has been formed.
