Gentleman consider it fair to members, whose term of office expires within two months in some cases, that he is still undecided whether they are to stay or are to be replaced? Does he also appreciate that, in view of the uncertainty within the British Transport Commission and Executive, there is inevitably deterioration in the morale of the staff?

§ Mr. DaviesIn view of the excellence of the B.T.C. Report, will the right hon. Gentleman bear in mind the desirability of having some continuity and of retaining large numbers of the men who have done an excellent job during 1952?
