asked the Chancellor of the Exchequer whether he is aware that the agreement between the United States of America and Costa Rica for settlement of Costa Rica's dollar debt has now been ratified; and what progress has been made in getting its Sterling debt paid since its Government stated six months ago that they were ready to begin discussions.

Mr. Maudling

I am aware that the settlement of Costa Rica's dollar debt has been ratified. So far, however, no proposals have been received from the Costa Rican Government which the Council of Foreign Bondholders could recommend the holders of the London issues to accept. Her Majesty's Government are following up the question and will render all possible assistance to the Council.

Have the Government of Costa Rica given any reason for treating their dollar creditors so much better than their British creditors?

Mr. Maudling

The same answer must apply as I gave on the last Question. It is difficult to see any reason why differentiation should apply. Her Majesty's Government will continue to urge upon these Governments the great desirability of settling these debts.
