Is the hon. Gentleman rising to a point of Order?

Yes, Mr. Speaker. The point, which is one for the future, is that there are certain standard charges against the Exchequer in this Bill, and whilst I do not want to raise the matter at present, I hope that in future, in view of its seriousness, the House will consider these standard charges before we part with the Consolidated Fund (Appropriation) Bill.
