I wish to raise a point of procedure with you, Mr. Speaker, with a view to facilitating business. I was pleased to hear the reply you gave earlier to my hon. Friend the Member for Nelson and Colne (Mr. S. Silverman) and of course, as you rightly stressed, that applies to all hon. Members. Can you give some advice with regard to the allocation of time in order to facilitate a more orderly debate?
