asked the Minister of Materials whether, in view of the difficulty in disposing of waste paper salvage, he will make a statement of the Government's policy with regard to schemes for salvage collection and disposal.

Sir A. Salter

The policy of the Government is to encourage the use of salvaged waste paper wherever it can be used economically. As demand fluctuates, collection arrangements must be varied from time to time; and the interests concerned are co-operating to this end. I may add that consumption by the mills is now rising again.

May I take it that my right hon. Friend wants local authorities to continue with their schemes for collecting waste paper?

Sir A. Salter

Yes, Sir, up to the extent to which the demand is reasonably near to the supply obtained in that way. I would point out that of about 1,300 local authorities who were collecting at the peak period 1,000 are still so collecting.
