§ Mr. TurtonSince 1st January, 1949, approximately 7,900 persons have been prosecuted for non-compliance, of whom about 3,200 were employers who had failed to pay contributions for their employees. In the great majority of cases fines were imposed. It is not possible to estimate the number of people who have never contributed, but there is no reason to suppose that it is large.
