§ Mr. LloydThat comment on the recent initiative of the 54 countries in the United Nations is extremely unfair. We have put forward very reasonable proposals, very carefully worked out and endorsed by 54 out of 60 countries, and to describe that as a "bankruptcy of statesmanship" is extremely unfair.
