asked the Secretary of State for Scotland to publish the names of all the Government-sponsored advisory bodies in the Highlands of Scotland, showing which of these have any spending powers.

Apart from two advisory bodies concerned with health services and technical education, the only advisory body which is specially concerned with the seven Highland counties is the Highlands Advisory Panel. Advice on particular matters affecting the Highlands is obtained also from bodies covering other areas. Advisory bodies are not, of course, concerned with the spending of money.

May I ask my hon. Friend if he does not think it a good idea for the Government to bear in mind in future that what the Highlands want is more action and less advice?
