asked the Minister of National Insurance if his attention has been drawn to the acceptance by Mildenhall Rural Council, Suffolk, of a children's allowance book for six children to cover arrears in rent of £43 10s.; and what action he proposes to take.

I have seen a Press report on this case and am making inquiries.

Mr. Brockway

Were not these children's allowances placed in the hands of the mothers for the purpose of the welfare of the children? Does not the Minister agree that it is very undesirable that they should be used for the kind of purpose indicated in the Question?

Mr. Turton

The hon. Gentleman will not expect me to go into a particular case until I have completed my inquiries. I would draw his attention to Section 10 of the Family Allowances Act, 1945, which does make these allowances inalienable.
