Mr. Brockwayasked the Secretary of State for the Colonies on what grounds the Northern Rhodesia African National Congress has been prohibited from building a school in the Mazabuka district, and chiefs and councillors have been warned that anyone who starts a school without permission is liable to punishment.
§ Mr. LytteltonThe Congress has not sought permission to build a school in this district. Under the African Education Ordinance no school may be opened or maintained without the written consent of the local education authority and the proprietor must be approved by the Governor. The attention of the local chiefs and councillors and of Congress has been drawn to these provisions to guard against any unwitting contravention of them.
§ Mr. BrockwayIn view of the inadequacy of education for the Africans in Northern Rhodesia, is it not possible to mobilise the genuine African enthusiasm for education that there is in the existing schools?
