asked the Secretary of State for Foreign Affairs how many ships of what nationality have been stopped in the Suez Canal in 1953.

Mr. Selwyn Lloyd

No ships have been stopped in the Suez Canal or directly prevented from entering the Canal by the Egyptian authorities this year. The Greek ship "Parnon" was held at Suez for 12 days in September after passing through the Canal, but was finally allowed to proceed with its cargo intact.

Mr. Williams

Are we to understand that no obstacles at all were put in the way of international shipping during 1953?

Mr. Lloyd

I understand that the Egyptian Government have continued to impose an embargo on certain cargoes to Israel.

Mr. Shinwell

Upon what legal basis can the Egyptian Government act to stop ships from proceeding through the Canal?

Mr. Lloyd

They purport to act by virtue of their national sovereignty.

Mr. Shinwell

As this is a matter which can be contested, in view of the international position of the Suez Canal, can the right hon. and learned Gentleman say what is the actual legal position upon which they are entitled to act?

Mr. Lloyd

We disagree about that with the Egyptian Government, but they maintain, also, that they are entitled to do it under the Convention. We do not agree with that either.
