asked the Secretary of State for the Colonies what regulations now exist with regard to the carrying of firearms by Africans in Northern Rhodesia; how many arms licences have been issued to Africans during the last 12 months; and what is the licence fee.

Both Europeans and Africans must possess annual licences as prescribed in the Arms and Ammunition Ordinance. The number of firearms licensed to Africans in 1952 was 46,940, a very large number of which are muzzle loaders whose main use is ceremonial, or bird scaring. The licence fee varies from 2s. 6d. to 5s. per weapon with a maximum of 10s. for any total number of arms.
