Having regard to the results of the Ballot and to the frequency with which it now happens that Members who have been fortunate on one occasion continue to be fortunate on later occasions, would it be possible to amend our Standing Orders to provide that any Member who was lucky in such a Ballot should not be entitled to take part in subsequent Ballots for that Session?
