I have to inform the House that I was given notice that a writ was to be moved today, and that at the proper time for moving it, at the beginning of the Sitting of the House, for some reason, no doubt sufficient, there was no one present to move it. I am quite aware what inconvenience would be caused to a great number of people if the date were to be postponed in this way, and if the House will understand me clearly to say that I do not make a precedent in this matter, I will allow the writ to be moved now.

I am very much obliged to you, Mr. Speaker, for having granted me the privilege of moving this writ now, rather out of the usual course, as you say. I apologise to the House for not having been in my place at the time when writs are moved. I was called to consultations, and entirely forgot about the time, and therefore missed it. I trust the House will accept that apology.
