asked the Minister of Transport if he will take steps to make it possible for vehicle drivers to take out driving licences for periods of more than one year.

Mr. Braithwaite

No, Sir. It is important that there should be a yearly declaration of physical fitness, and the annual system helps to keep the statement of the holder's address in the licence up-to-date.

Mr. Roberts

While appreciating what the Parliamentary Secretary has said, may I ask him whether there has been a recent inquiry into the possibility of doing something on these lines, or whether he is content with the purely stereotyped answer which has been given for a number of years?

Mr. Braithwaite

If the answer is stereotyped, it is because we are bound by Section 4 (4) of the Road Traffic Act, 1930, and legislation would be required to alter that situation. I would be prepared to admit that it is not entirely satisfactory.
