Mr. BraithwaiteNo, Sir. It is important that there should be a yearly declaration of physical fitness, and the annual system helps to keep the statement of the holder's address in the licence up-to-date.
§ Mr. RobertsWhile appreciating what the Parliamentary Secretary has said, may I ask him whether there has been a recent inquiry into the possibility of doing something on these lines, or whether he is content with the purely stereotyped answer which has been given for a number of years?
Mr. BraithwaiteIf the answer is stereotyped, it is because we are bound by Section 4 (4) of the Road Traffic Act, 1930, and legislation would be required to alter that situation. I would be prepared to admit that it is not entirely satisfactory.
