Mr. Speaker

I have to inform the House that the University of St. Andrews propose to do me the honour of conferring upon me tomorrow the degree of Doctor of Laws. I therefore ask for the indulgence of the House and for leave of absence to enable me to attend the University for that purpose.

I am sure that the whole House will be happy to congratulate you, Mr. Speaker, on this auspicious occasion.

May I associate myself with the Leader of the House on that point. We are very glad about it. Would you assure the University of St. Andrews that it has been announced today that progress has been made with the Bill in which they are interested?
