asked the Minister of Education whether she will now abandon the system whereby young students are required to sign a declaration or other document committing them to teach in consideration of their receiving assets.

Miss Horsbrugh

No, Sir, so far as concerns students entering training colleges for teachers.

Mr. Willey

Would the right hon. Lady look at this again? It is a small matter, and I think she would agree that this serves no useful purpose and is vexatious. Would it not be better now to accept the recommendations of the McNair Committee?

Miss Horsbrugh

No, I do not agree. I think that in these difficult times, when we are wanting teachers, we should have this for those going into the training colleges.
