asked the Minister of Transport why 1,846 persons at salaries totalling £845,221 are employed for the licensing of public service and goods vehicles.

The figure of 1,846 quoted by my hon. Friend included 495 officers who arrange or conduct driving tests, and who play no part in licensing passenger and goods vehicles. This leaves 1,351, whose salaries were estimated to cost £631,770 in the current year. I am satisfied that no more people than necessary are employed in administering this licensing system, which was prescribed in some detail in the Road Traffic Act, 1930, and the Road and Rail Traffic Act, 1933.
