28. Mr. Callaghan

asked the Minister of Fuel and Power if he will give a general direction under Section 5 of the Electricity Act to the British Electricity Authority to satisfy themselves that all boards have complied with Section 37 (8) of the Act forbidding undue discrimination.

No, Sir.

Mr. Callaghan

Before the Minister finally makes up his mind, will he consider the position in South Wales where the board, although reducing charges in the rural areas, are having an allegation made that they are raising them unduly in Cardiff? Will he consider getting the central authority to use their powers in order to bring about a revision?

Mr. Lloyd

I think the hon. Member has in mind part of the rise which has taken place in Cardiff, which is because of the injunction in the Electricity Act, 1947, that tariffs shall be standardised.

Mr. Callaghan

I appreciate that that is a very desirable thing, but does the right hon. Gentleman realise that the board are assessing houses for electrical charges even though some of the rooms in them are not fitted for electricity? Is not that a discrimination which should merit review by the central authority?

Mr. Lloyd

I think the hon. Member has not taken into account the principles of the tariffs, which were approved by his Government. Under those principles the basis of the number of rooms was recommended.

Mr. Callaghan

Does not the Minister know that he is wrong?

Mr. Lloyd

No, Sir. I am not wrong and I will invite the hon. Gentleman to inquire into the matter.
