47. Mr. Lewis

asked the Prime Minister if he will advise the appointment of a Royal Commission to review the economic relationships between England and Scotland, together with other important issues.

The Prime Minister

As the hon. Member knows, we intend to recommend that a Royal Commission should be appointed. Consideration of its scope must await the report of the Committee presided over by Lord Catto which is investigating the economic and financial relations between Scotland and the rest of the United Kingdom.

Is the Prime Minister not aware of the fact that this was another promise contained in the Election programme of the Tories? I am taking this out of his own Election manifesto. Is it not time that the Government implemented some of their promises instead of breaking their promises?
