7. Mr. Grimond

asked the Secretary of State for Scotland whether he will set up a development board to take action on the various proposals from the Highland Panel and other sources for greater production in the Highlands and Islands.

Mr. Henderson Stewart

I think it is best that action on the Highland Panel's recommendations should be taken by the Departments and other agencies already responsible for the services in question.

Mr. Grimond

If this suggestion is not acceptable, will the Joint Under-Secretary at least bear in mind that it is of the greatest urgency that some body should now be taking executive action on the many proposals and recommendations about the Highlands?

Mr. Stewart

Yes, Sir. It is a question of which body or bodies to use. We are agreed that action should be taken, but we think that it should be taken by the Departments and the agencies now in operation.
