Is the Minister aware that a farmer I know gave a small bag of millable wheat to an old-age pensioner who had been in his employ, and that he is liable to severe penalties? Cannot something be done to stop these ridiculous small controls? Free the lot.

While such controls remain they must needs be enforced.
