asked the Secretary of State for the Colonies what arrangements are available to prevent the export through Hong Kong to Communist China of machine tools used for the production of armaments.

Export controls over machine tools precisely similar in form and scope to those operating in the United Kingdom are in force in Hong Kong. These export controls are reinforced in Hong Kong by import controls over the same goods to ensure that there are no imports, in excess of legitimate requirements, available for illicit re-export.
