I beg to move, That the Bill be re-committed to a Committee of the whole House in respect of the Amendments to Clause 10, page 9, lines 5, 7 and 8, standing on the Notice Paper in the name of Mr. Lennox-Boyd. The Amendments which it is desired to make to Clause 10 widen the definition of war risks, and thus widen the Minister's power of insurance. As the Bill provides that any insurance liabilities may fall as a charge on Votes, these Amendments may conceivably have the effect of imposing a charge, and for this reason it is necessary to move that the Bill be recommitted in order that they can be considered.
