asked the Secretary of State for Foreign Affairs if any part of the sum awarded by the International Court to Britain in connection with the death of British sailors in the Corfu Channel has yet been secured from Albania.

No, Sir.

Mr. Reid

Does not this show that the victims of international atrocities are debarred by the Charter system from taking the law into their own hands while the culprits can escape with impunity because there is no real sanction behind the judgment of the International Court?

Mr. Lloyd

As far as the question of compensation for these victims is concerned, we are seeking to obtain some compensation for them by some other means.

Can the right hon. and learned Gentleman say how far the work of the arbitrator has gone and what prospect there is of his giving a decision by August, as originally intended?

Mr. Lloyd

We still hope that he will give a decision in August or September.

As this matter has been dragging on for a number of years, if the Albanians have some merchant ships would it not be a good thing to detain one or two of them until they pay up?

Mr. Lloyd

I am told that Albania is in the unfortunate, or fortunate, position of not having any overseas assets at all.
