Friend promised some months ago to introduce a Regulation shortly, can my hon. Friend say what is causing this delay? Would he confirm that this Regulation will impose an obligation and will not rely in any way on a voluntary system?

§ Mr. GammansUp to now this Government and their predecessors have wished to see to what extent this can be carried out voluntarily. I am sure that the House will be glad to know that it has been pretty successful and that the number of suppressors now distributed exceed 300,000 a month.
