asked the Secretary of State for Scotland whether his attention has been drawn to the widespread desire among people in Scotland to build houses for themselves with their own spare-time labour or in self-help groups; and what encouragement he is giving to local authorities to issue the necessary licences.

Commander Galbraith

No representations on this subject have been received. My right hon. Friend is, however, anxious to promote spare-time building and will give every encouragement to local authorities to grant licences for this purpose to persons with an urgent housing need.

Will my hon. and gallant Friend take special steps to secure publicity for the statement he has just made?

I think publication of the answer in the OFFICIAL REPORT will be sufficient.
